Basic requirements for pets leaving the country

Each country/region has pet "import requirements". It may take three (3) months to eight (8) months or more to prepare and plan to meet the import requirements. In addition, each country also has a pet "export requirement" that allows live animals to be taken out of the current country. There is no guarantee that live animals will be allowed to leave the current country or be allowed to enter the destination country. These decisions are in line with the requirements of the China Quarantine Bureau to allow the export of live animals from China (leaving China) and the requirements of the destination country's agriculture or quarantine bureau to allow the import of live animals.

China allows each passport holder to bring one pet in and out of the country.

Please note that the Beijing Municipal Quarantine Bureau now recommends that all departing pet owners bring their pets for compulsory exit health inspection 7-10 days before departure.

The three simple steps to clear a pet owner's exit request are:

Step 1: Rabies Vaccination and Official Vaccination Immunity

Complete rabies vaccination and obtain the People's Republic of China official animal health and immunization certificate, proving that pets are vaccinated against rabies at least 30 days before departure date but not more than 12 months before departure

Animals leaving China must be vaccinated against rabies at an officially designated animal rabies vaccination hospital in China, and must have an official "China (Beijing) Animal Health and Immunization Certificate" (e. g. vaccination red book) and bear the seal/seal of the issuing hospital.

Step 2: Health Check and Official Exit Health Certificate

Mandatory official exit health check for your pet at the Government-run Entry-Exit Inspection and Quarantine Bureau Animal Hospital 7-10 days before the departure date

After your pet has completed all vaccinations such as rabies and obtained the official "Vaccination Red Book", the pet owner can take the pet to the designated government quarantine bureau animal hospital for official exit health examination 7-10 days before the animal's departure date from China. The pet will undergo a brief physical examination, including a mandatory blood test and a stool test. After completion, you will obtain a "Beijing International Companion Animal Health Inspection Certificate" (Official Exit Health Certificate), and then you need to use this certificate to obtain the official "Animal Exit Permit" from the Entry-Exit Inspection and Quarantine Bureau. Fees will be charged for examinations and tests. Owners should bring pets, vaccination red books, passports or photocopies (one passport per pet),

Please note that in November 2011, the Animal Hospital of the Quarantine Bureau, which carries out the official exit health examination, began to scan the microchips of all animals during the exit health examination. Many countries require pets to import microchips. The required microchip is the EU ISO 11784 /11785 standard microchip.

Please note that this microchip requirement is not a requirement of the State or the Beijing Municipal Government or the Entry-Exit Quarantine Bureau. The requirements are formulated by the officially designated animal hospitals of the quarantine bureau, which have the right to conduct official exit health checks on pets leaving China (for example, Beijing Guanshang Animal Hospital and Shanghai Shenpu Animal Hospital).

When carrying pets for compulsory exit health examination, please go to the animal hospital when the quarantine bureau closes the opening time in the morning. Appointments are not accepted. If you are not proficient in Mandarin, it may be helpful to use a professional pet moving company to help you deliver your pet to your door and manage the exit health inspection process of the Quarantine Bureau.

The health certificate is usually issued within two (2) working days after the examination and is valid for seven (7) days from the date of issuance. If the validity period of the health certificate expires and the exit certificate is not obtained, the health examination shall be carried out again.

Step 3: "Animal Exit Permit"

After receiving the official exit health certificate, apply to the Entry-Exit Inspection and Quarantine Bureau for exit permission.

Owners can obtain the official "Animal Exit Permit" with the exit health certificate. The Entry-Exit Inspection and Quarantine Bureau has a satellite office on the second floor of the Animal Hospital of the Quarantine Bureau, where the owner can apply for exit documents. Bring the "Red Book of Vaccination", exit health certificate and passport (or passport copy).

No pets are required to apply for an exit permit. The exit permit, which costs about RMB 200.00, can now be processed within 2 to 4 working days and is valid for 14 days after its issuance.

Please note: Most airlines and countries have regulations that require pets to enter the country within 10 days from the date of issuance of the exit permit. Please check with your airline to confirm the maximum number of days you must arrive with a valid exit permit.
