Philippine Immigration Blacklist Order (BLO): What You Need to Know

Naturally distributed on more than 7,000 islands, the Philippines is home to a variety of wild animals, with magnificent views that can cross land, water and air and millions of warm smiles. The country has always been very welcome to all countries to show these beauties, but it is also very keen to accept tourists. It implements a blacklist order (BLO) that prohibits the entry of foreigners who have committed crimes in their respective countries or have not been convicted of any crimes but are fugitives in their own countries.

According to the Philippine Immigration Act (Federal Act No. 613), the country prohibits being recognized:

• Sex offenders

• People who violate Philippine laws

• Criminalization

• Undocumented

• Supporters of subversive behavior

Foreigners who do not know that they are on the blacklist but who have committed one or more of the above offences will be barred from entering the country. If they happen to arrive at a Philippine airport without knowing the ban imposed on them by the Immigration Department (BI), they will be ordered to take the next flight back to their place of departure.

Those found to have violated Philippine law during their stay in the Philippines, overstayed without a proper visa or authorization, or became a public burden and a threat to national security, will be placed on the BLO list upon deportation.

Any foreigner who is blacklisted can apply to the Immigration Department for lifting the ban. The only prescribed procedure is the submission of an official request for correspondence with supporting documentation to substantiate the defense, which should be submitted to the Office of the Commissioner.
