The operation was carried out on November 15 at Nicano Padilla Street in San Miguel City, Manila, coordinated by agents of the Regional Special Operations Group (RSOG) and the National Telecommunications Commission (NTC).

The action was based on information conveyed by the above-mentioned persons concerning illegal activities related to the distribution and sale of mobile telephone equipment without the corresponding permission of the National Telecommunications Commission.

The suspects also reportedly sold "pre-registered SIM cards" to syndicates or companies involved in cyber fraud, as well as illegal Philippine Offshore Gaming Operators (POGOs) ".

The four were allegedly identified as Li, a Chinese national; Anelyn Cabiling, Rachelle Bufet, and Antonnette Hernandez, a Filipino national.

In this operation, the Philippine authorities confiscated 325 new and second mobile phones and two 1000 peso banknotes.
