Philippine Department of Justice (DOJ) Secretary Remulla Jesus Crispin "Boying" said on Monday that the Philippine government plans to transfer visa applications and reviews for Chinese nationals to VFS Global, a global outsourcing and technology services company, in place of the Department of Foreign Affairs.
The Attorney General referred to national security issues and the continuing trafficking of Chinese citizens into the Philippines by criminal groups.
According to the information, VFS Global is a company that provides outsourcing and technical services to governments and diplomatic missions around the world. The company manages the administrative and non-discretionary tasks associated with the issuance of visas and passports for its clients' governments.
The attorney general said: "We are working to review our visa issuance system. We will again recommend to the president that the Ministry of Foreign Affairs no longer issue visas for Chinese nationals, but leave it to the VFS because it is able to fully verify the documents submitted by applicants."
He regretted that the Philippine Department of Foreign Affairs simply did not have the capacity to verify the documents submitted by visa applicants. "That's why there are fake documents going through the application, causing our country to be flooded with people we don't want. In many cases, they come into the Philippines through companies that don't exist," he said."
Remula said that this proposal is not the first time it has been put forward, especially the Ministry of Information Technology has previously discussed the matter with the Ministry of Foreign Affairs, but there is no result.
"VFS is the world's largest provider of third-party visa issuance services and has existed for about 30 years," he added, so it should be easier for the agency to verify information within China if it is to review visa applications from Chinese citizens.
The Minister of Justice noted that many countries, including Europe, are using the VFS. He said: "This is actually equivalent to implementing stricter visa review measures. The VFS system can verify the requirements submitted by applicants according to the requirements of various countries."
The Justice Department is currently investigating how unqualified Chinese nationals obtained Philippine visas, with suspicion of involvement from within the Department of Foreign Affairs and the Department of Immigration, and warning that their actions amounted to "betrayal of the country."
