According to Philippine media, on November 15, the Philippine President's Anti-Organized Crime Commission (PAOCC) stated that six Chinese fugitives were found after a raid on the Philippine offshore gaming operator (POGO) center in Pasai.

According to Winston John Romero Casio, senior technical adviser at PAOCC, it was learned from the Chinese Embassy that the six Chinese nationals arrested in the raid were wanted for committing fraud in China.

It is reported that the Philippine authorities will charge one of the fugitives with human trafficking and will not be handed over to Chinese law enforcement agencies. Meanwhile, another fugitive has been identified as a victim of torture.
