2023 Hong Kong investment immigration restart, why Vanuatu green card as the first choice for third country status?

On February 22, 2023, the Financial Secretary of the Hong Kong Special Administrative Region Government, Chen Maobo, announced the latest budget that in order to attract more new funds to settle in Hong Kong, Hong Kong will launch a new capital investor entry program. The Minister of Home Affairs of Vanuatu made the Immigration Act 2011 Executive Order 180 of 7 September 2011 by virtue of the powers conferred by Chapter XVII of the Vanuatu Immigration Regulations 2010. It was gazetted and entered into force on September 13, 2011. According to Executive Order No. 180 of 2011, Section 12, paragraph 6, the right of abode in the country may be granted if the following conditions are met:

The applicant is required to produce the relevant certificate of incorporation issued by the Vanuatu Monetary Authority;

The applicant must provide proof of income and assets, certified by the Vanuatu Financial Authority and approved by the Director of Immigration;

The applicant shall pay the relevant fees as stipulated in the payment form;

The applicant is required to issue a guarantee undertaking, which must be certified by the Vanuatu Commercial Commissioner's Office;

When the application materials are submitted to the Hong Kong Immigration Department, the immigration and investment sector will assist the applicant to request the Vanuatu Consulate to issue the corresponding identity confirmation letter to ensure the recognition of the Hong Kong Immigration Department.
