What are the types of immigration programs in Vanuatu?

1. Economic Development Support Program

2. Donation Program

In late 2016, the Republic of Vanuatu formally legislated under Article 13D of Chapter 112 of International Law through the Nationality Ordinance (Donation Scheme) Order No. 220 of 2016. The decree sets out the details of the donation plan, through which funds are raised and high-quality new immigrants are absorbed to promote the economic development of the country.

Section 13D of the Nationality Act, Chapter 112, provides that the Prime Minister may, by decree, establish the naturalization application requirements for a donation scheme, and that the amount of donation provided for in the decree may already include the naturalization application of the applicant, his spouse and two minor children. In addition, the Prime Minister may also set additional fees to allow more children (including children aged 18-25) and parents over 50 to apply for naturalization together. The Naturalization Committee must give its approval within three months from the date of submission of the naturalization application. Under normal circumstances, the entire application process can be completed within 30 working days.

3. Capital Investment Immigration Act

Previously, the government of the Republic of Vanuatu had previously introduced the Capital Investment Immigration Act (CIIP), which only needs to invest no less than US $320000 to bring local employment opportunities and promote the local economy.

It is reported that in order to attract overseas investors, the country passed several amendments to the Immigration Law, Citizenship Law, Company Law, Passport Law, Foreign Affairs Law and Constitution from 2012 to 2014, and successfully passed and established the Investment Immigration Bill Steering Committee by the Congress. In early 2014, applications from 500 families were solicited. After successful approval, the applicant will be notified to go to the country to take the oath of naturalization and obtain the naturalization certificate, passport and other license documents.

After obtaining the approval in principle for the relevant investment regulations, the applicant can be issued an investment immigration visa for 7 years if he can prove within one month that the Immigration Bureau of Vanuatu believes and accepts the applicant in accordance with the applicable principles and investment regulations. The applicant and his dependants may apply for naturalization of Vanuatu citizens and relevant travel documents according to law during the period of obtaining the Vanuatu investment immigration visa.

4. Honorary Citizenship Program

In 2014, the Vanuatu government stipulated that if an overseas person can promote and improve the economic development of Vanuatu and contribute to the country and people, the Prime Minister of Vanuatu can recommend the person to become an honorary citizen of Vanuatu in accordance with the regulations, and with the approval of the President of Vanuatu, The person can be formally granted honorary citizenship.
