According to resolution 2 of the Inter-Agency Working Group on the Management of Emerging Infectious Diseases (IATF), fully vaccinated passengers no longer need to be tested before flying to the Philippines, they only need to show any vaccination certificates.

In line with this, Executive Secretary Lucas Bersamin issued a memorandum on October 28 that other vaccination certificates will be allowed, instructing the Quarantine Bureau (BOQ) and the Ministry of Health (DOH) to determine acceptable vaccination certificates to avoid confusion and inconvenience to inbound passengers.

People who have not been vaccinated, who have been partially vaccinated and who cannot verify their vaccination status are no longer required to be quarantined upon arrival in the Philippines. However, these types of inbound passengers must test negative for antigen within 24 hours before flying to the Philippines. If they do not, they will be required to be tested upon arrival at the airport.

Antigen testing for unvaccinated, partially vaccinated, and unverified vaccinated persons must be performed by certified healthcare professionals in healthcare institutions.

The same rules apply to unaccompanied and unvaccinated minors under the age of 15. At the same time, unvaccinated minors under the age of 15 must abide by the agreement to travel with their parents or guardians.

Any inbound passenger who tests positive for Covid-19 through an antigen test must be quarantined.
