After the State Council executive meeting held a few days ago proposed to increase domestic and international passenger flights in an orderly manner, the three domestic airlines received the quota allocation of new international flights from the Civil Aviation Administration, and the additional flights to and from more countries will be gradually announced after reaching an agreement with the competent department of foreign civil aviation.

This means that the "five one" policy of controlling the number of international flights implemented since March 2020 has been further broken, and more international flights are expected to resume.

Air China was allocated a quota for flights to and from Belarus and the United Arab Emirates, and flights to these two countries were reduced in September 2021.

Due to the "reciprocal" application of foreign airlines in some countries, the requirement of "each country chooses one route per week to carry out one flight" has been relaxed. Some airlines can fly two flights per week, but the routes that can be flown are still limited to the flight pool that will not be cut off from March 16 to 22, 2020.

The requirement for passengers transiting or transiting through Hong Kong to produce a certificate of nucleic acid testing 48 hours before boarding has also been revoked. In addition, people who have recovered from the new coronavirus, if they hold relevant documents to prove that they have been infected with the virus within 14 to 90 days before coming to Hong Kong and have recovered, and the rapid antigen test conducted within 24 hours before boarding the plane is negative, they will also be allowed to board the plane to come to Hong Kong.

As for the penalty for triggering the "circuit breaker mechanism" of individual routes due to failure to check, the AA will issue a warning and impose a fine of 20,000 yuan on the airline for the first time in 10 days if a flight touches the mechanism due to passengers failing to meet the boarding conditions to come to Hong Kong. If the flights of the relevant routes hit the relevant indicators again within 10 days, the relevant airlines will be prohibited from landing in Hong Kong for 5 days.
