The Hong Kong Special Administrative Region government announced on the 29th that on the premise of maintaining the framework of strict immigration prevention and control measures for the overall "foreign import prevention" unchanged, it will fine-tune the nucleic acid testing arrangements applicable to passengers from overseas regions and Taiwan before and after boarding and arriving in Hong Kong from 0:00 on June 1, Hong Kong time, and update the penalties for airlines to trigger the "fuse mechanism" of individual routes due to negligence in checking the documents required, to ensure that imports continue to be strictly prevented while reducing the impact on the itinerary of visitors to Hong Kong.

As the scale of the new coronavirus nucleic acid testing in many overseas regions has been gradually reduced, from 0:00 on June 1, Hong Kong time, people who come to Hong Kong to board a plane in overseas regions or Taiwan only need to show the negative results of PCR nucleic acid testing conducted by the laboratory or medical institution within 48 hours before the scheduled departure time, without showing that the laboratory or medical institution has been certified by ISO 15189, or a supporting document recognized or approved by the relevant competent government authority in the place where it is located. At the same time, children under the age of 3 who have stayed in overseas areas or Taiwan will not have to show the nucleic acid test certificate 48 hours before boarding the plane.

The SAR government will revoke the requirement that passengers transiting or transiting through Hong Kong must present a nucleic acid test certificate 48 hours before boarding from 0:00 on June 1, Hong Kong time.

At present, all arrivals who have stayed in overseas areas or Taiwan must undergo PCR nucleic acid testing on the 5th day of arrival during the mandatory quarantine period at the designated quarantine hotel, regardless of whether the mandatory quarantine is completed early or not. PCR nucleic acid testing on the 12th day of arrival. In order to strengthen the supervision of those arriving in Hong Kong who have completed the compulsory quarantine early from the designated quarantine hotel, and to detect and isolate the infected as soon as possible, all those who arrive in Hong Kong on or after 0:00 on May 24 (that is, the 9th day of arrival in Hong Kong on June 1) and complete the compulsory quarantine early shall be subject to compulsory testing on the 9th day of arrival.

As for the "circuit breaker mechanism", the SAR government said that from 0:00 on June 1, Hong Kong time, if a flight touches on the mechanism because a passenger fails to meet the boarding conditions to come to Hong Kong, the Hong Kong Airport Authority will issue a warning to the airline and impose a fine of HK $20000 on the route for the first time in 10 days. If the flight on the route touches the relevant target again within 10 days, the relevant airline's civil airliner routes arriving from the same location will be prohibited from landing in Hong Kong for 5 days. If the airline refuses to pay the fine, the route will be prohibited from landing in Hong Kong for 5 days according to the existing arrangement when it first hits the relevant target.
