Notice of the Chinese Embassy in the Philippines on Further Adjusting the Requirements for Persons Going to China to Apply for Health Codes

In order to further improve the prevention and control of the new coronary pneumonia epidemic and ensure the health and safety of personnel going to China from the Philippines, according to the latest domestic prevention and control requirements, combined with the actual situation in the Philippines, the health code/health status statement for personnel going to China from the Philippines (hereinafter collectively referred to as "health code") is required to be further adjusted, as follows:

1. isolation requirements

(I) all passengers must start isolation 7 days before boarding, carefully do a good job in health monitoring, and truthfully fill in the "self-health monitoring form" and upload it together when applying for health code. If symptoms occur during the interval, the arrangement of returning home should be suspended immediately, and the close-up personnel should also follow suit.

(II) personnel of Chinese-funded enterprise projects (including central enterprises, state-owned enterprises, and private enterprises) in the Philippines must start home isolation 21 days in advance, and do a good job of health monitoring. In addition to filling in the "Self-Health Monitoring Form" as required, they should also be located. The company issued a "Commitment for Isolation Management."

2. testing requirements

(I) who have no previous infection history and have been vaccinated against new coronary pneumonia for more than 14 days according to the procedures.

1. Three nucleic acid tests and one antigen test must be performed before boarding, and the results must be negative.

① The first nucleic acid test was carried out on the 7th day before boarding. If the test result is negative, isolation and health monitoring shall be started.

(2) The second and third nucleic acid tests shall be carried out within 48 hours and 24 hours before boarding the plane respectively. The two tests shall be carried out at different testing institutions designated by the embassy.

(3) Within 12 hours before boarding, an antigen test shall be conducted at the designated testing institution of the Executive Aviation Department. The relevant test report does not need to be uploaded to the health code applet. The airline will check in with the negative results of the green health code and pre-boarding antigen test.

2, health code declaration requirements:

① Nucleic acid test report 3 times before boarding

② Vaccination Certificate

(iii) New Crown Vaccination Declaration (see Annex I)

④ Self-Health Status Monitoring Form (see Annex II)

⑤ My valid passport/travel permit information page

⑥ Full ticket (travel itinerary)

(vii) Project personnel of Chinese enterprises must upload the Segregation Management Commitment.

(II) personnel not vaccinated against COVID-19

1. Before boarding, 2 nucleic acid tests, 1 serum antibody IgM test and 1 antigen test must be performed, and the results must be negative.

① The first nucleic acid test was carried out on the 7th day before boarding. If the test result is negative, home isolation and health monitoring shall be started.

② The second nucleic acid test was carried out within 24 hours before boarding, and serum IgM antibody test was carried out at the same time.

(3) Within 12 hours before boarding, an antigen test shall be carried out at the designated testing institution of the Executive Aviation Department. The relevant test results do not need to be uploaded to the health code applet. The airline will check in with the negative results of the green health code and pre-boarding antigen test.

2, health code declaration requirements:

① 2 nucleic acid tests and 1 serum antibody IgM test report

② Self-Health Status Monitoring Form (see Annex II)

(3) My valid passport/travel permit information page

④ Full ticket (travel itinerary)

(5) Project personnel of Chinese-funded enterprises must upload the Segregation Management Commitment.

(III) persons who have been in contact with confirmed cases or asymptomatic patients

Anyone who has had no effective protective contact with a confirmed case or asymptomatic infected person must be isolated and observed for at least 14 days before arranging a trip to China. After meeting the requirements, apply for a health code according to the corresponding requirements of the above-mentioned (I) and (II) personnel, and truthfully explain my contact history.

(IV) personnel with history of infection

People with a history of infection (who have been diagnosed with new coronary pneumonia, or although they have not been diagnosed, the nucleic acid test, serum antibody IgM, and IgG test results are positive before vaccination) can apply for a health code after 6 weeks of recovery:

1. After 6 weeks of recovery, the applicant must send the four negative nucleic acid tests issued by the designated testing agency of the embassy and the information page of his passport/travel certificate to the pre-examination mailbox (chinaembassy_ph@163.com) of the embassy by e-mail, and the embassy staff will conduct the examination. The title of the mail should be marked as "My name, passport/travel permit number confirms the application for recovery". The specific requirements are as follows:

(1) recovery identification. Waiting for nucleic acid to turn negative: You must go to the embassy's designated testing agency for the first and second nucleic acid tests (the interval between the two tests should be more than 24 hours, and cross-testing by different testing agencies) and obtain 2 negative reports. After obtaining the above 2 negative nucleic acid reports, it is deemed to have completed the recovery process.

(2) After the completion of the recovery process, starting from the date of the issuance of the second nucleic acid test report, at least 6 weeks and in good health, the applicant must go to the embassy designated testing institution to receive 2 nucleic acid tests again (the interval between the two tests should be more than 24 hours, cross-tested by different testing institutions), and obtain the 3rd and 4th nucleic acid negative reports.

For example, if the second nucleic acid test report confirming recovery is issued on April 1, the third and fourth nucleic acid test dates must be after May 12.

2. After completing the above requirements, the applicant can submit the preliminary examination to the embassy by mail, and only after receiving the reply "pass the confirmation of recovery examination" by the embassy mail can isolation, health monitoring and pre-trip testing be started, and the health code can be applied according to the corresponding materials in the above (I) and (II).

3. If the applicant is a project personnel of a Chinese-funded enterprise in the Philippines, after 6 weeks of recovery and submission and passing the preliminary examination by the embassy, he will carry out 21 days of closed-loop management, health monitoring and pre-trip testing, and apply for a health code according to the above (I) and (II) corresponding material requirements.

3. Foreign Citizens to China

The declaration of health status for foreign citizens going to China shall be implemented with reference to this notice.

This notice requires formal implementation from April 16, 2022. Passengers taking flights after the above date are requested to comply with the above regulations. If the provisions previously issued are inconsistent with this notice, this notice shall prevail.
