Chinese people obtain Philippine passports by recognizing Philippine parents and issuing Philippine birth certificates?

According to Philippine media, on November 10, the Philippine senator reviewed the Philippine Bureau of Statistics (psa) Plenum approval of the 2024 budget proposal, which allegedly issues real birth certificates to foreigners enabling them to obtain Philippine passports.

The full Senate deliberated on the Department of Foreign Affairs (DFA) 2024 budget proposal after Philippine Senator Ronald "Bato" dela Rosa presented the Justice Department's information on 10 foreigners holding Philippine passports.

The Philippine Ministry of Foreign Affairs budget sponsor and President of the Provisional Senate Loren Legarda (Loren Legarda) quoted the department's official statement as saying, "Foreigners impersonate Filipinos by presenting a real PSA birth certificate, issue Filipino identity, and have a government-issued valid ID that can be used for passport applications."

Legarda said the foreigners also disguised themselves as disabled and were accompanied by so-called relatives on passport applications.

Legarda said the foreign ministry was investigating the matter and filing a lawsuit against the foreigner. she said the department is working closely with the public security bureau, the immigration bureau, the national bureau of investigation and the philippine national police to prevent similar cases in the future.

Senate Majority Leader Joel Villanueva (Villanueva) said a preliminary investigation by the foreign ministry showed that the documents had in fact been verified by the Public Service Administration (PSA). He then proposed revoking the agency's budget, which was approved by the Senate on November 8.

"I will take formal action to reconsider the budget submitted by the Philippine Statistics Authority and instruct the [Legislative Budget Research and Monitoring Office (LBRMO)] to issue the necessary notices and inform the agency of the timetable for the PSA budget discussions," Villanueva said."

The President of the Senate revealed that information from the National Bureau of Investigation showed that the civil registry in one town of Caraga had been issuing birth certificates to several Chinese who did not speak English or any Filipino language.

De La Rosa said this information from the Justice Department is cause for alarm because it involves national security. "We may find out later that our passports have proliferated among these Chinese speakers, but they are not really Filipinos," De La Rosa said."

"It would be a concern if we let it go," de la Rosa said."

He said that it is difficult for ordinary Filipinos to obtain a Filipino passport, but foreigners can easily obtain it.

"Perhaps the ultimate game is to infiltrate our borders and weaken our national security, with our own Filipino officials acting as enablers," Hontivelos said."

The lawmaker believes it is shocking and "very problematic" that the Philippine government provides foreigners with ID cards so easily ".

"These IDs legitimize their status in the Philippines," she explained."

"One of the biggest issues here is that we may be giving identities to some fugitives from foreign countries."

Hontiveros asked Gilberto Cruz, deputy secretary of the presidential anti-organized crime commission, what prompted foreigners to fake their identities and impersonate Filipinos.
