According to Philippine media, on November 10, the Philippine senator reviewed the Philippine Bureau of Statistics (psa) Plenum approval of the 2024 budget proposal, which allegedly issues real birth certificates to foreigners enabling them to obtain Philippine passports.

The full Senate deliberated on the Department of Foreign Affairs (DFA) 2024 budget proposal after Philippine Senator Ronald "Bato" dela Rosa presented the Justice Department's information on 10 foreigners holding Philippine passports.

The Philippine Ministry of Foreign Affairs budget sponsor and President of the Provisional Senate Loren Legarda (Loren Legarda) quoted the department's official statement as saying, "Foreigners impersonate Filipinos by presenting a real PSA birth certificate, issue Filipino identity, and have a government-issued valid ID that can be used for passport applications."

Legarda said the foreigners also disguised themselves as disabled and were accompanied by so-called relatives on passport applications.

Legarda said the foreign ministry was investigating the matter and filing a lawsuit against the foreigner. she said the department is working closely with the public security bureau, the immigration bureau, the national bureau of investigation and the philippine national police to prevent similar cases in the future.

Senate Majority Leader Joel Villanueva (Villanueva) said a preliminary investigation by the foreign ministry showed that the documents had in fact been verified by the Public Service Administration (PSA). He then proposed revoking the agency's budget, which was approved by the Senate on November 8.

"I will take formal action to reconsider the budget submitted by the Philippine Statistics Authority and instruct the [Legislative Budget Research and Monitoring Office (LBRMO)] to issue the necessary notices and inform the agency of the timetable for the PSA budget discussions," Villanueva said."

The President of the Senate revealed that information from the National Bureau of Investigation showed that the civil registry in one town of Caraga had been issuing birth certificates to several Chinese who did not speak English or any Filipino language.

De La Rosa said this information from the Justice Department is cause for alarm because it involves national security. "We may find out later that our passports have proliferated among these Chinese speakers, but they are not really Filipinos," De La Rosa said."

"It would be a concern if we let it go," de la Rosa said."

He said that it is difficult for ordinary Filipinos to obtain a Filipino passport, but foreigners can easily obtain it.

The Philippine senator questioned why the Chinese should obtain the Philippine passport?

On November 10, Philippine Minority Party Deputy Leader Risa Hontivilos (Risa Hontiveros) asked at the Senate Women's Inquiry Committee on Smart Network Technology: Are Philippine Offshore Gaming Operators (Pogo) now being used to allow enemy troops and spies into the country?

Earlier, multiple departments in the Philippines jointly raided an online gambling company in Pasai, which was suspected of being involved in crimes such as prostitution, human trafficking, torture, kidnapping for extortion and online fraud.

Hontivelos asked: "Why do these Chinese citizens need to fake their nationality?"

"If their only motivation is to work, they can do that by applying for a foreigner employment permit. Why do they need to cover up their nationality to become Filipinos?"

"It makes us wonder: are online bookmakers being used as a conduit to allow enemy forces and their spies into our country?"

"Maybe online bookmakers and fraud centers are not the ultimate game."

"Perhaps the ultimate game is to infiltrate our borders and weaken our national security, with our own Filipino officials acting as enablers," Hontivelos said."

The lawmaker believes it is shocking and "very problematic" that the Philippine government provides foreigners with ID cards so easily ".

"These IDs legitimize their status in the Philippines," she explained."

"One of the biggest issues here is that we may be giving identities to some fugitives from foreign countries."

Hontiveros asked Gilberto Cruz, deputy secretary of the presidential anti-organized crime commission, what prompted foreigners to fake their identities and impersonate Filipinos.

The embassy in the Philippines has responded to similar questions.

Q: According to Philippine media reports, the Philippine National Bureau of Investigation recently arrested several Chinese citizens and found guns and ammunition in their residences, as well as badges such as "blasting team", "reconnaissance team", and "sniper team. Individuals in the Philippines said that this shows that China has set up a "secret lurking group" in the Philippines, and the Chinese have used various identities to cover illegal crimes and espionage activities in the Philippines in an attempt to infiltrate and subvert the Philippines and interfere in the internal affairs of the Philippines. What is the Chinese Embassy's comment on this?

A: we have taken note of the relevant reports and details of the case, and are making every effort to assist the Philippine law enforcement departments in investigating the relevant cases and jointly crack down on transnational criminal activities. We have also noted that the head of the Philippine law enforcement department has clarified that the accusation that China plans to plot to undermine the stability of the Philippine country is untrue. In spite of this, there are still people with ulterior motives in the Philippines who take advantage of the topic to carry out groundless malicious speculation and smear attacks on China. What's more, individual Philippine officials have also participated in spreading such extremely irresponsible remarks, infinitely amplifying and hyping the maritime differences between the two countries, stigmatizing the normal performance of duties and exchanges between Chinese institutions and personnel, and even inciting racial hatred and spreading hatred and anti-China sentiment. We firmly oppose and strongly condemn such words and deeds that have no moral bottom line and professional ethics.

I would like to emphasize that China has always adhered to the principle of non-interference in the internal affairs of other countries. China has always been committed to properly managing differences through dialogue and consultation and maintaining stability in the South China Sea. The extremely irresponsible words and deeds of relevant people on the Philippine side run counter to the important consensus of the two heads of state on putting maritime differences in an appropriate place and properly managing them through dialogue and consultation, causing serious interference to bilateral relations. It is hoped that the Philippines and China will meet each other, earnestly implement the consensus reached by the two heads of state, and jointly safeguard China Philippines relations and peace and stability in the South China Sea.
