A reporter asked: We are concerned that the Ministry of Foreign Affairs issued a notice on its official website a few days ago, announcing that overseas remote video notarization will be fully implemented in embassies and consulates abroad from June 1. Can you give us more details about the situation?

Mao Ning: in accordance with the provisions of the the People's Republic of China notarization Law, the Vienna Convention on Consular Relations, and bilateral consular treaties between China and foreign countries, Chinese embassies and consulates abroad provide notarization services to Chinese citizens living abroad for a long time. For notarization involving real estate and other major property dispositions and equity transactions, embassies and consulates abroad cannot handle it directly for the parties concerned. They sometimes have to return home, at a higher time and financial cost.

In response to the practical difficulties faced by overseas Chinese, the Ministry of Foreign Affairs and the Ministry of Justice jointly launched overseas remote video notarization. According to this arrangement, after the relevant domestic notary agency agrees to accept the case, the overseas Chinese only need to go to the Chinese embassy or consulate in the local area to complete the notarization procedure through a video link with the domestic notary under the witness of the consular official.

Since the implementation of overseas remote video notarization in some countries in May last year, it has effectively solved the urgent needs of local overseas Chinese and has been generally welcomed. In order to enable more overseas Chinese to spend less money, run less errands, and get things done, and enjoy the convenience and benefits brought by this new "Internet consular" service, since June 1, 196 Chinese embassies and consulates abroad and nearly 300 domestic notaries around the world can provide remote video notarization services for local overseas Chinese.

The Ministry of Foreign Affairs and embassies and consulates abroad will work with the Ministry of Justice and relevant domestic notaries to provide better and considerate services to overseas Chinese citizens.
