If you cannot provide a residence permit, you can only apply to the place of household registration. However, it should be noted that the visa requirements for applicants are relatively strict, not only the employment certificate and unit qualification certificate, but also the bank statement.

Moreover, there are strict requirements for the applicant's annual income. When applying for a Japanese visa, there must be a running water with an annual income of more than 100,000 yuan, an annual income of 200,000 yuan or a tax payment certificate for three years, and an annual income of 500,000 yuan or a tax payment certificate for five years. If it cannot be provided, there will be relatively greater risks.

In short, the Japanese visa is divided into territorial areas according to the applicant's household registration, and valid residence certificates can also be provided for cross-territorial submission. However, no matter which territorial area is submitted, a relatively high annual income certificate is required, and the requirements for bank flow are more stringent depending on the form of application.
