Is NTOURS international driver's license an international driver's license (International Driving Permit) for the governments of the contracting parties to the United Nations Convention on Road Traffic or their authorized agencies?

It's not. An international driver's license is a certificate issued by a government agency or its authorized agency of each signatory country to the United Nations Road Traffic Convention for the holder of his or her national driver's license. The only authority authorized to issue an international driver's license to a Chinese driver's license holder is the relevant department of the Chinese government or an agency authorized by it, but the Chinese government has not acceded to the United Nations Convention on Road Traffic. The International Driving Permit has inside pages in Traditional Chinese because Hong Kong and Taiwan have both acceded to the United Nations Convention on Road Traffic. As a Chinese citizen, you can't apply for a real international driver's license anywhere.
