Baguio police in the Philippines reminded the public that the city strictly enforces the anti-distraction walking regulations, a move to promote the safety of city roads.
Decree No. 49 of 2018 prohibits and regulates the use of mobile equipment and other distracting equipment and items when pedestrians walk and cross the road/sidewalk in Baguio City. The Ordinance prohibits people from using any mobile device (including sending or reading text messages) when crossing the road or sidewalk, and prohibits pedestrians from reading any materials when walking on crosswalks, sidewalks or streets.
the first offender will face verbal warning, the second offending will be punished by 1000 pesos or community service, the third offending will be punished by 2000 pesos/community service or 1-10 days' imprisonment, and the fourth offending and above will be punished by 2500 pesos/community service or 11-30 days' imprisonment.
For drivers, it should be noted that according to Decree No. 7 of 2010, all drivers should stop completely in front of the sidewalk for five seconds, or slow down when approaching the sidewalk to allow people to cross the road.
If it is necessary to stop completely, no part of the vehicle shall block the pedestrian lane.
The first offender will be subject to confiscation of his driving licence and a 1000 peso, the second time he will be subject to confiscation of his driving licence and a 2000 peso, and the third time or above will be subject to confiscation of his driving licence and a 3000 peso.
At the same time, Baguio City is also implementing number restrictions from 7 a.m. to 7 p.m. on weekdays.
