As we all know, most foreign nationals need the Alien Employment Permit (AEP card), which is the permit that gives us the right to work in the Philippines, not the visa for us to stay in the Philippines.

Although 13A is also a long-term visa, however, there are various exemptions under the AEP rules, including "foreign residents. The document referred to is DOLE (Ministry of Labor and Employment) Decree No. 97-09.

The parts to note are:

Section 2: The following categories of foreign nationals are exempt from AEP:

g) Foreign resident and temporary or probationary resident visa holders who are employed or seeking employment in the Philippines.

Highlighted for you are the applicable wording. Any holder of a "resident" visa (13a is that!) The requirement to obtain a foreigner's employment permit is waived.

Don't get confused. AEP is different from ACR (Alien Registration Certificate of Immigration), as a 13a resident, you do need an ACR card.

Therefore, friends holding 13A visas can work in the Philippines without applying for 9G work visas or AEP cards.
